I don't know why the devs never put night vision into FO3, because there already was a perk of this kind in FO1/2 who never was of real use at that time. Keep in mind that once taken, the perk will always cause you to see the world differently at night. Because the bonuses to intelligence and perception aren't permanent, they don't count towards perk requirement and skill points at level up (though it would be pretty frustrating if they did, as you'd have to find some way to only level up during the night to gain the full benefits).
